Did anybody hear anything previously about them building this fairly large oil terminal in Alabama?

I only ask because I know the small population of Cypripedium kentuckiense is located in that area of the state, and I'd like to see if any environment studies were released. My understanding is that there were only five populations (four if you don't count the looted one) left, and I'd just like to make sure they don't show up on a species list for the area.

A cursory inspection of NWU's EIS dbase did not yield any results with Boligee, Alabama or TEPPCO in the search criteria.  I'm not familiar with the project.  Surely an Environmental Impact Study was completed...
